In Tseng's rookie years as a Turk he demonstrated a dominant stance and a fierce, stubborn, will of his own to dictate a solution that sometimes conflicted with ShinRa's best interests. ShinRa, the company he works for, is very strict with the conducts of its affairs. Without passion or the weight of conscience holding the Turk's emotions down like steel chains, they are expected to act accordingly and finish the mission. Tseng had a few encounters of difficult decision making and chose wrongly, which he was reprimanded by his leader, Veld, and sharply taught that the "mission" (whatever that might be at the time) always came first, not a fallen partner, not an innocent civilian caught in the cross-hairs of danger, but to - above all else - complete the mission with the upmost best possible way to do so. However, once the mission is completed he was encouraged that this was the only time in which he may act with his own discretion for any occurred situations –– pick up that fallen partner, or help that civilian out of danger's clutch. After a few crucial lessons in the concept of prioritizing the mission, Tseng had a better clasp on his emotions, morality, and was better able to govern himself in future pressing situations.
Tseng is loyal to a fault. When his leader Veld is shunned and disgraced by circumstances in the game, it is Tseng who takes lead of the Turks; the turn their back on the company, ShinRa, and help Veld to justice and conquer the troubles Veld has gotten into. Whence Veld's troubles are solved ShinRa propositions the rogue Turks and offers to drop all charges against them and bring them back without prejudice to the company if only they turn in Veld and Elfe. Tseng then turns this situation to his advantage by shooting both Veld and the wanted AVALANCHE leader Elfe (consequently Veld's daughter – thus troubles for him being that AVALANCHE is in absolute opposition to ShinRa). Tseng does Veld and Elfe both a mercy because if he did turn them in to ShinRa then no doubt would he have signed their fates to a cruel and torturous end. He begs pardon to ride in the back of the truck that is carrying the dying bodies of Veld and Elfe, which he uses - in absolute secret - the Full Heal materia (basically a magic orb in the world of FFVII that allows the individual to call upon it's power -- whatever it might be; fire, thunder, cure, etc.) Leaving both Veld and Elfe alive while all else thinks them dead (until he reveals himself later in the story to Tseng and the rest of his Turks..) This is a crucial turning point in his life because not only has he "proven" himself in the eyes of ShinRa and doubtfully will he ever be questioned of his loyalty again but he also becomes the leader of the Turks. Another note is that at the end of the trial for his rogue behavior, when declared innocent and loyal, is when Tseng pulls from his hair the hair tie he has used to keep his hair up and it is never seen or noted up since then significantly, (now if he was doing some gardening work or perhaps cooking then probably he'd wear a tie––).
The science department is another one of ShinRa's infinite other organizations, one of their many factions, and leading this department would be a man named Hojo. Hojo's work is both scientifically incomparable and also dreadfully terrifying. Tseng is aware of the scientific capabilities of Hojo's department, and the monstrous results that come from some of the deeper classified experiments (Sephiroth, Cloud, Zack, SOLDIERs, etc) and during the incident involving Sephiroth's insanity at Nibelheim Tseng is told by Hojo that his opinion doesn't matter, he is simply reminded of the different aspects of "the mission" where as Hojo - in this incident - is simply the higher rank over the Turks and thus does not dispute Hojo's retaining Zack Fair and Cloud Strife for his research and experiments. Prior this incident (which is where the game Crisis Core takes place) Tseng befriends Zack Fair and is told by Zack to look after Aerith (which unbeknown to Zack has been something he's done since her early years as a child) while he leaves for the Nibelheim mission. He consents to this and further he starts to collect letters from Aerith to Zack, 88 letters that he holds for Zack for whenever Hojo will release him.
When Zack escapes with Cloud from the laboratory four years since Nibelheim. Tseng organizes his Turks to find and locate them before ShinRa's army does - which the army is under orders to shoot on sight of targets. Tseng arrives too late to save Zack and Cloud and takes this significantly hard and from this game to the next we see a colder more edgy Tseng.
In the FFVII, having gone through the trials and ordeals of his past, he is a shade rougher around the edges than seen in any rendition of "previous" history accounts before FFVII original game. When handling Aerith at one point he even hits her - slaps her - for her ignorant defiance. Which I believe to be a serious indication of his promise to Zack, by Aerith's choice to associate herself with AVALANCHE and is put herself in danger, in absolute FATAL danger and could possibly end up shot by ShinRa soldiers or blown up by one of AVALANCHE's bombs. He's cruel to her party, the AVALANCHE, and uses Aerith to entice them by saying how they should be grateful that he would let them see her for the last time. Which, in my most honest opinion is - he gambled that they could rescue Aerith from ShinRa knowing where she was by telling them where she was and all the while staying "loyal" to the company. Knowing with what he knows about ShinRa's science department –– and also frustrates him that Aerith is "playing these games" by running off and putting herself out of his protective reach. He's a very meticulous individual and plans his actions with thought of influencing a favorable outcome to situations he faces.
He's had a ceiling collapse on him, been set on fire by Genesis, attacked to near death by Sephiroth in which he spent many months in the hospital for (the remainder of the FFVII OG after) and the usual physical wear and tear that comes with the job, but he keeps on getting up and he keeps walking with a crisp clean suit.
